  • Overview

    The mid-level environmental project manager for the Conroe, TX office is responsible for thorough and accurate execution primarily of compliance projects, but may assist with geoscience and natural resources projects., Management of schedules , and people and budgets associated with those projects is also required.  A mulit-media background (air, water and waste) is necessary but an emphasis on Air permitting and compliance is preferred. Interfacing with technical staff and clients to ensure client satisfaction and future opportunities is also required.


    The mid-level environmental project manager will report directly to the Division Manager, while supporting other division’s environmental projects/operations as needed.


    • Technical Knowledge: Serve as a resource for environmental compliance (air, water, and waste, with an emphasis on air) for permit applications or amendments, compliance reporting, and regulatory compliance audits and analysis. PMP certification, PE and/or PG license are an asset but not required
    • Customer Service: Consults with clients to determine project plans and schedules. Be focused on client/customer retention and development/growth
    • Reporting: Prepares and maintains reports based on site-specific information that are necessary to carry out both regulatory and internal reporting. Prepares registrations for state agencies and assemble other documents as necessary for submittal to the state and local regulatory agencies for our clients. Performs program, operational, and technical management of projects or assignments
    • Skills: Familiar with the appropriate regulatory authorities and regulations related to air, water, and waste management. Familiarity with developing permits and plans (Permits by Rule, New Source Review permits, Multi-Sector General Permits, Stormwater Pollution Prevention Plans, Spill Prevention Control and Counter measures Plans,). Achieve monthly and annual utilization goals and other key performance indicators as assigned. Provide technical and managerial direction for problem definition, approach methodology, analysis of findings, recommendations, and implementation for complex or extremely complex projects and assignments. Responsible for managing staff, resources, technical direction, cost, schedule, performance, and quality. May manage teams both internal and external/contractors, estimates and schedules to meet client deliverables. Responsible for allocating resources among tasks and is the principal liaison with customer for business and technical matters
    • Travel: Be prepared to directly serve Texas and United States sites as required
    • Cross Training: Participate in department cross training program to develop skills in all environmental service areas
    • Safety: Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example


    • Must have 5-10 years’ (mid-level) experience in the environmental industry with a range of experience in compliance (air, water and waste) with air experience preferred,
    • Candidate must have a Bachelor’s degree or higher in environmental science/engineering, chemistry, geology, biology or related field
    • Experience developing permits and plans (Permits by Rule, New Source Review permits, Multi-Sector General Permits, Stormwater Pollution Prevention Plans, Spill Prevention Control and Counter measures Plans,)
    • Must be able to identify and resolve problems in a timely manner
    • Proven experience working effectively in a team environment
    • Must be able to effectively read and interpret information, present numerical data in a resourceful manner and skillfully gather and analyze information
    • Proven experience working on multiple projects, producing accurate information while meeting deadlines
    • Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Publisher)
    • Strong oral and written communication skills
    • Must be able to work well with all levels of people within the organization and outside of the company
    • Requires professional appearance, pleasant telephone voice, agreeable personality, and the ability to meet people and make them feel comfortable
    • Must be able to operate standard field equipment and tools in a manner to support client needs
    • Must be able to work beyond the normal work schedule when needed
    • Possess valid Texas driver’s license and meet company’s auto insurability requirements
    • Ability to interface with and between regulatory agencies and private industry
    • Must be able to lift 25 pounds on a regular basis
    • Ability to work independently on a job site
    • Ability to drive company vehicle, manage and complete all assigned jobs, efficiently and on time
    • 40 hour OSHA HAZWOPER
    • If required, the ability to travel up to and more than 40% as well as overnight


    • Works in normal office work environment and in the field at various industrial/construction locations as required
    • Work related responsibilities require travel to client offices or event locations, as necessary

    Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
