  • Overview

    Under general supervision, responsible for coordination and monitoring of sampling, testing, and reporting activities to provide operational consistency, resolve discrepancies, and meet testing frequency requirements.

    Responsibilities

    COORDINATE, EVALUATE AND MONITOR:

    • Materials inspections, sampling, testing, and reporting activities
    • Individual assignments for laboratory and field testing technicians
    • Equipment inventory, conditions and calibration, equipment routine maintenance and proper documentation
    • Testing and reporting turn-around time
    • Testing personnel and laboratory compliance with the Independent Assurance program requirements

    PERFORMS:

    • Personnel competency assessment
    • Construction and materials specification constructability reviews
    • Routine analyses of material quality and trends and serve as the material and testing liaison between R-KI and other testing entities on the project to resolve issues related to equipment, calibration, sampling, testing, reporting and statistical validation
    • Routine investigations and analyses of test data to support statistical validation
    • Statistical analysis on data sets and prepares run charts
    • Review of test reports for compliance with test procedures and specification requirements
    • Checks and verification of all calculations
    • Review of project plans and specifications to prepare and coordinate testing scope

    PROVIDES:

    • Input in evaluations of employee performance
    • Training and instructional guidance to field and laboratory technicians
    • Recommends equipment for procurement and maintains inventory
    • Assists with preparation and processing of reports
    • Assist in developing sampling and testing plans
    • As requested, supports Management to settle disputes or defend against litigation
    • The safe utilization, storage and maintenance of all documents and tools
    • Contact assigned Direct Report for priorities and deadlines for assigned tasks
    • Update Direct Report on progress and delays on every task or assignment
    • Safe usage and maintenance of individually assigned company vehicle and laboratory/testing equipment including use within company policy
    • Carry out assigned duties in accordance with established procedures meeting directed priorities and deadlines
    • Maintenance of certifications at time of employment or obtained during employment
    • Oversee the performance of field and laboratory testing
    • Monitor professional practice updates, including Quality Standards and AASHTO protocols
    • Recording number of billable tests, preparation of Alpha Sheets, where required, and tracking of direct expenses
    • Notification to Corporate Safety and Risk Manager of all accidents and potential disputes that may lead to legal claims or litigation
    • Responsible for reviewing construction schedule and testing needs, coordinating with testing personnel in the field and laboratory to provide timely and accurate logging of samples and tests, and reporting of required data
    • Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example
    • Other duties as assigned by Direct Report

    Qualifications

    • Graduation from high school, or GED certification. A person in this position generally, but not necessarily has fifteen (15) years progressively responsible experience in construction materials testing and evaluation with at least five (5) years’ experience in the technical/operational review and supervisor or lead worker position.
      Shall possess a valid driver’s license within the applicable jurisdiction and meet firm’s auto insurability requirements.

    EXTENSIVE KNOWLEDGE OF:

    • Materials used in highway and other infrastructure construction
    • Material characteristics as they relate to laboratory and field testing
    • Construction materials sampling, testing, reporting and data evaluation
    • State DOT, ASTM, and AASHTO test method requirements
    • Materials specifications used in highway and other infrastructure construction
    • Process of construction materials manufacturing, handling, and delivery

    THOROUGH KNOWLEDGE OF:

    • Technical and operational requirements of laboratory and field testing, including equipment and test procedure details

    CONSIDERABLE KNOWLEDGE OF:

    • Highway construction plans, construction inspection procedures, and specifications as related to materials
    • Implementation methods and procedures for material evaluation and acceptance
    • Use of nonstandard materials, such as recycled material in construction
    • Materials mixture design methods
    • Random sampling techniques
    • Materials testing records management techniques
    • Algebra, geometry, trigonometry, and basic statistics
    • State Quality Assurance Plans related to materials testing
    • Independent Assurance Programs related to materials testing requirements

    WORKING KNOWLEDGE OF:

    • Personal computers and the use of applicable software
    • Human resource policies and procedures
    • Test frequency requirements of local and state governmental entities

    ABILITY TO:

    • Supervise
    • Plan and coordinate work activities, oversee programs, and instruct
    • Interpret requirements of plans, specifications, and test methods
    • Lift (60 lbs.)

    • Communicate effectively orally and in writing to communicate problems, status of work, daily reports, etc.
    • Work under exposure to inclement weather conditions
    • Read and understand plans, specifications, instructions, labels, reports, etc.
    • Travel to project sites and maneuver over rough and uneven terrain
    • Prepare and maintain records, files and reports
    • Use hand tools such as sledgehammers, shovels and picks
    • Maintain effective working relationships with internal and external personnel
    • Follow verbal and written instructions
    • Analyze, problem solve, and recommend solutions
    • Troubleshoot material and testing deficiencies and develop solutions
    • Perform material testing history trend analyses
    • Ability to drive company vehicle, manage and complete all assigned jobs, efficiently and on time

    REQUIRED TO:

    • Present a professional appearance to best represent the firm
    • Wear personal protective equipment and comply with all safety requirements
    • Comply with all attendance requirements as noted in most current edition of Corporate Policy Manual

    SKILLED IN:

    • The use of personal computers and applicable software for material testing, reporting and evaluation and analysis
    • Effective communication
    • Organizational skills to set priorities, schedule assignments, and meet deadlines

    WORKING CONDITIONS:

    • Works in laboratory environment containing chemicals
    • Works outside and is subject to weather conditions
    • Potential exposure to equipment movement hazards and dangerous chemical/solvents if proper safety procedures are not followed
    • Exposed to noise, dust, fumes, grease and oils, radiant and electrical energy and vibration
    • May work protracted or irregular hours
    • Ability to travel to project sites and maneuver over rough and uneven terrain and/or slippery surfaces
    • May work on ladders and in confined spaces
    • Work related responsibilities require travel out of town to RABA KISTNER offices, client offices, and project locations

    Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
