  • Overview

    Generally, in a metropolitan marketplace, and under co-direction of the RKI COO and Houston Marketplace Leader, is responsible for business development activities, project procurement and delivery functions including procurement research and planning, development of teaming agreements, contract negotiation, construction engineering inspection services, and sub-consultant management.  Supervises and manages professional, technical and clerical staff.  Employees at this level are virtually self-supervising and assume direct accountability for the work product.

    Responsibilities

    • Responsible for growing the RKI business unit in the greater Houston marketplace
    • Working with the Houston Marketplace Leader and local Business Development Professionals, actively participates in business development activities including direct marketing to TxDOT, local city and county public transportation related agencies, as well as the design and construction industry that serves the local transportation market
    • Participates in local industry and political organizations that support the transportation industry 
    • Manages and oversees project pursuits and business development activities associated with transportation related construction engineering and inspection (CEI) pursuits in a metropolitan marketplace. Experience with TxDOT projects in the Houston metropolitan area is preferred, but not required
    • Responsible for development and submission of project specific Statement of Qualifications and/or Proposals
    • Responsible for contract negotiations, including development of contract scope, level of effort and fee proposals
    • May lead and/or participate in project specific interviews
    • May serve as a Project Manager
    • Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example
    • Other duties as assigned by Direct Report
    • Analyzes project delivery processes for efficiency and recommends improvements based on sound business practices, value added and project delivery enhancement
    • Coordinates resources and develops internal and external relationships for successful project execution to meet delivery requirements
    • Work requires extensive contact with governmental and transportation officials at the local, state, and federal levels; and sub-consultants, business and community leaders, private entities and private citizens
    • Responsible for public relations to maintain effective working relationships with individuals and groups
    • Manages a group of professional and technical employees
    • Plan, schedule and coordinate services
    • Implement and oversee compliance with administrative and business operation activities including human resources, IT requirements, training programs, staff certifications, safety and budget monitoring
    • Review and submit monthly billing statements following established office procedure
    • Responsible for implementation and oversight of the RK Quality Management System
    • Review implementation of established procedures and implement preventive and corrective actions as needed
    • Safe utilization, storage and maintenance of all documents and equipment.
    • Develops priorities and deadlines, and updates direct report on progress of each task or assignment
    • Safe usage and maintenance of company vehicle
    • Performs assigned duties in accordance with established procedures.
    • Meet directed priorities and deadlines
    • Maintenance of license and/or certifications at the time of employment or obtained during employment

     

    Qualifications

    • Licensed as a professional engineer within the applicable jurisdiction. (Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the requirements of the Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment)
    • A person in this position generally, but not necessarily, has fifteen (15) years progressively responsible experience in transportation engineering with eight (8) years’ experience in construction of highways, bridges and structures, and five (5) years supervisory experience

    • Traffic control operations and management, Texas Manual on Uniform Traffic Control Devices

    • State, county and local government operations affecting highway and transportation. development and operations
    • TxDOT Construction Contract Administration Manual
    • TxDOT’s Local Government Project Procedures (LGPP)
    • Developing, implementing and monitoring budgets
    • Contract development, negotiation and oversight
    • Environmental laws, regulations and mitigation requirements pertaining to delivery of transportation related projects
    • Applicable testing methods, processes and procedures
    • Applicable safety standards and guidelines 

    WORKING KNOWLEDGE OF:

    • TxDOT highway permit requirements
    • Utility accommodation policies

    CONSIDERABLE KNOWLEDGE OF:

    • Personal computers and the use of applicable software
    • Human resource policies and procedures
    • Management/Leadership principles, practices and procedures
    • Quality management concepts and processes

    REQUIRED TO:

    • Shall possess a valid driver’s license within the applicable jurisdiction and meet RK’s auto insurability requirements

    WORKING CONDITIONS:

    • May work protracted or irregular hours
    • Flexibility to work irregular hours due to client needs (i.e. other than 8 a.m. to 5 p.m. and/or other than Monday through Friday)
    • Work related responsibilities require travel out of town to RABA KISTNER offices, client offices, and project locations 

    Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
