Under general supervision, performs analysis of material test results and review/approval of test reports; performs research and compiles reports on material properties; performs/collaborates in material statistical validation and compliance assessment; and assists with scheduling material tests for compliance with contract service requirements.


  • Plan, coordinate and schedule material tests and plant inspections
  • Apply engineering principles, methods and techniques to assess the quality of materials incorporated into construction
  • Advises on staffing level needs required to meet testing requirements
  • Provide recommendations on the rejection/approval of material
  • Inform customers of material and production problems
  • Review and approve test reports
  • Performs or collaborate in statistical validation of QA/OV test results
  • Performs non-validation investigations
  • Perform specification and test procedure requirement analysis for incorporation into automated materials data management system
  • Informs Direct Report of workload, overtime requirements in order to obtain advanced approval and status of current and future projects
  • Oversees routine maintenance of laboratory inspection/testing equipment as well as the calibration and proper documentation of all applicable equipment. Arranges for procurement of new equipment, as needed, and as approved by Direct Report and CQA Manager
  • Oversees performance of specialized field services and troubleshoots problem jobs and client concerns, as needed
  • Participates in monitoring our professional practice, including QA/QC and American Association of State Highway and Transportation Officials (AASHTO) protocols, to insure it is in substantial compliance with generally accepted practice and contract requirements
  • Provides direction in making daily individual assignments for laboratory and field technicians
  • Communicate with producers and suppliers, including on-site visits, regarding material characteristics, specifications and quality requirements
  • Analyzes procedures to identify deficiencies and recommends improvements
  • Analyzes test data, test results and performs calculations necessary for completion of engineering reports
  • Performs research and problem solving of materials engineering-related activities
  • Identifies problems and recommends solutions
  • Contacts supervisor for priorities and deadlines
  • Plan, schedule, and supervise work of assigned staff
  • Writes, or assists with, performance plans and evaluations
  • Assist in projecting personnel and equipment needed to deliver services
  • Performs engineering calculations
  • Provides on-the-job training and competency assessments
  • Prepares, reviews, or approves reports
  • Evaluate test procedure and results to determine compliance with the project plans, service contract requirements, and governing specifications
  • Works with the client, or representatives, on behalf of the Project Manager
  • Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example
  • Other duties as assigned by Direct Report.
  • Insures the safe utilization, storage and maintenance of all documents and tools
  • Updates Direct Report on progress and delays on every task or assignment
  • Insures safe usage and maintenance of individually assigned company vehicle and equipment
  • Meets established contract service deadlines
  • Submits accurate, legible, timely, comprehensive and complete materials analysis reports in accordance with contract service and/or Quality Plan requirements
  • Review plans, specifications, and shop/working drawings for activities
  • Provide reports to resolve differences in the interpretation of plans and specifications


  • Licensed as a professional engineer within the applicable jurisdiction. (Professional engineers licensed in another state, but not currently licensed in the applicable jurisdiction, must (1) meet the requirements of the applicable jurisdiction Engineering Practices Act, (2) obtain a professional engineering license from the applicable jurisdiction Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Must have three (3) years progressively responsible experience in materials related engineering as a licensed professional engineer. Graduate level materials engineering education may be substituted for engineering experience on a year per year basis.
  • Preferred, but not mandatory: Two (2 years progressively responsible experience in transportation engineering with two (2) years’ experience in construction quality control/assurance
  • Shall possess a valid driver’s license within the applicable jurisdiction and meet firm’s auto insurability requirements

Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
